South Atlantic Fishery Management Process Review - In Progress

Client: South Atlantic Fishery Management Council

Challenge: The South Atlantic Fishery Management Council faces unprecedented challenges in governing fisheries amid climate-driven ecosystem changes. Rising ocean temperatures, shifting species distributions, and increased environmental uncertainty demand more adaptive and responsive management processes—yet regulatory bottlenecks and procedural inefficiencies can slow the Council's ability to respond.

Approach: Working alongside partners Aaron Kornbluth (akorn environmental) and Purcie Bennett-Nickerson (Bennett Nickerson Environmental Consulting), Cynoscion Environmental Consulting is conducting a comprehensive process review combining detailed regulatory timeline mapping, structured interviews with 40-50 stakeholders, cross-council benchmarking, and NEPA efficiency assessment. The team brings over 40 years of combined experience in fisheries management, environmental law, and marine science—including firsthand knowledge of SAFMC operations from Steve Poland's tenure as a Council member.

Outcome: The project will deliver actionable recommendations to streamline regulatory processes, optimize committee structures, and enhance climate-responsive decision-making. Deliverables include a comprehensive final report, strategic PEIS implementation framework, and three digital platforms—an FMP Action Tracking Dashboard, Committee Optimization Tool, and Cross-Jurisdictional Coordination Portal—providing lasting infrastructure for adaptive fisheries governance.
